Title III

How Will I Know if My Child Qualifies for the Emergent Bilingual Program?

Home Language Survey - Administered to all students upon enrollment. Students are assessed if the survey shows a language other than English.

Assessment - Listening, Speaking, Reading and Writing are assessed, and students are considered EB if score is below fluent level.

Language Proficiency Assessment Committee (LPAC) - Convenes to determine eligibility and identifies students as EB. LPAC sends written notification to obtain parent permission to be placed in the program. Data Review is based on results from TELPAS, STAAR, other academic assessments, teacher documentation and observations.

Student Reclassification - LPAC reclassification decisions are based on the Emergent Bilingual Student Reclassification Criteria Chart. Only students classified as EP (English Proficient) may exit the program with parent approval.

Monitoring after Reclassification - Students will be monitored for two years by LPAC with annual written notice of progress sent to parents.
